CARB Certification for Manufacturers of Composite Wood Products

As an approved third party certifier for the California Air Resource Board (CARB), we ensure that manufacturers of composite wood products accurately certify that their manufactured products comply with the applicable emission standards set forth in the Airborne Toxic Control Measure.
 

What is CARB Certification?

On April 26, 2007, the California Air Resource Board (CARB) approved an airborne toxic control measure (ATCM) to reduce formaldehyde emissions from composite wood products including hardwood plywood (HWPW), particleboard (PB), medium density fiberboard (MDF), and also furniture and other finished products made with composite wood products.

For manufacturers of HWPW, PB, and MDF, compliance with emission standards specified in the ATCM must be verified by using a third party certifier such as AsureQuality who are approved by CARB.  We have an important role of ensuring that manufacturers of composite wood products accurately certify that their manufactured products comply with the applicable emission standards set forth in the ATCM.

AsureQuality CARB capability

AsureQuality is approved by CARB as a third party certifier and has the registration number TPC005.  In addition to the points listed below AsureQuality audits manufacturers of panels products to verify compliance with the criteria of the CARB Final Rule.

  • Verification that manufacturers are complying with the quality assurance requirements specified in The Final Regulation Order
  • Work with manufacturers to establish quality control limits.
  • Carry out independent audits and inspections of manufacturers and records.
  • Select samples to be tested by either the primary or secondary test method, and arranging with an accredited laboratory to test the samples as per the requirement of the Final Rule. See below.
  • Laboratory audits to meet the CARB Programme requirements.

Laboratory testing for CARB

The AsureQuality Auckland Laboratory has set up the capability and gained approval to test processed wood products for formaldehyde emissions to comply with the Californian Air Resources Board (CARB) regulations. 

The primary test method is according to the ASTM E1333-96 (re-approved 2002) and is the large chamber test method. The detection and quantitation of formaldehyde collected from the air sampling of the large chamber is tested using ASTM D5197 method.

The secondary test method is according to ASTM–D6007, small chamber test method. The detection and quantitation of formaldehyde collected from the air sampling of the small chambers is tested using ASTM D5197 method.

The AsureQuality Auckland Laboratory designed and constructed the large Formaldehyde Chamber, Small Formaldehyde chambers and conditioning room with the help of a local engineering firm. The Large and Small chambers and conditioning room were built to meet the specifications stated in the ASTM E 1333-96 (Reapproved 2002) and D6007 for chamber sizes, air changes, air flows, temperature, humidity, sampling flows and construction materials.

Certified companies

Certified Companies who have demonstrated compliance (or are in the process of becoming certified) in the manufacture of Medium Density Fibre Board with section 93120(a) of the California Regulation #93120 for Phase One and Phase Two.
